Assembly Scrap Rate and Quality Notification

Hallo Gurus i have a very important problem to solve, and hope u can give me a big help.

I need to include the assebly scrap rate but SAP give me problems for Quality Notification creation when i have a production order with Fixed Lot Size=1.

Here below a brief explanation of the problem ( Step1 & Step2 are OK).Step3 is where the sistem doesn't allow me to create a QP for a OL with complaint QTY<1.
